Decision rooms

Every side argued. One person rules.

For a decision that matters, AI never decides alone. It argues both sides in front of a named chair, a challenger attacks the answer, and disagreement stays on the record. The chair rules, with reasons in plain words, and the ruling is sealed with every argument that came before it.

Who sits in a room

Seats, a chair and the file on the table.

Every room is declared before anyone argues: the question, the file it is about and every seat. A quick room has three seats. A full room can have six or more, from your own firm and from outside it.

A decision room drawn as a round table: the chair, two AI seats, the claim file with its seal, the papers each seat read, and an empty chair
  1. The chairA named person with the authority to rule. Never the one who proposed the decision.
  2. AI seats, for and againstEach makes one side's case in full, from the same evidence, and says what it rests on.
  3. The challengerOne seat exists to attack the answer. What it raises is kept, even when the chair rules against it.
  4. The fileThe evidence, the wording and the rules, at the versions every seat was shown.
  5. What each seat readEvery argument links to the page, photo or figure it came from.
  6. The empty seatA seat that could not take part stays on the record as empty. Silence is not agreement.
How a room runs

Opened from the work. Closed by a ruling.

A room can be opened by triage, by a person from a message, or by an AI agent that has reached the edge of what it may do. Then it runs in the same order every time.

  • Seats first

The question, the file and each seat, set before anyone speaks. Seats marked for AI each run on a named model.

  • Blind openings

Each seat writes its opening without seeing the others, so no seat simply follows the first one.

  • Rebuttals

Each seat answers the others in turn. People in the room can add their own arguments.

  • The ruling

With reasons in her own words, each resting on the evidence. She signs with her passkey.

The ruling

Dissent is kept. Nothing is decided by vote.

A room is not a committee that averages its members. Every seat is heard, and one named person decides. If she rules against the challenger, the challenge stays in the record beside her reasons.

  • The ruling cannot be signed until the chair's required seat has spoken
  • Each reason must point at the evidence it rests on
  • If what the ruling relied on is replaced, it says it is no longer current, and every signer is told
  • The ruling is sealed into the record, never posted as a chat message

Rooms in every line

The same room, in the words of each line.

A disputed claim

Pay, reduce or decline, with the handler, the loss adjuster and the SIU in the room.

A bind under a binder

Inside the coverholder's authority or not, with the capacity provider's seat on the record.

A price for a person

Underwriting and pricing in life and health, with the human oversight the AI Act asks for.

The rules it answers to

Human oversight, shown rather than claimed.

A room is the place where a person can be shown to have overseen an AI-assisted decision, and to have been able to overrule it.

  • AI Act Article 14Regulation (EU) 2024/1689, human oversightPeople who oversee high-risk AI must be able to disregard, override or reverse its output. From 2 December 2027 for life and health pricing.
  • GDPR Article 22Regulation (EU) 2016/679A significant decision based solely on automated processing needs safeguards, including a person who can review it.
  • EIOPA Opinion on AIAI governance and risk management, 6 August 2025Human oversight and accountability for AI used by insurers, in proportion to the risk.

AI Act dates as amended by Regulation (EU) 2026/1744, the Digital Omnibus, published in the Official Journal on 24 July 2026. Not legal advice. Certification and legal opinions stay between you and your advisers.

Questions

What people ask.

Are the AI seats different models?

They can be. Each AI seat runs on a named model your firm allows, and the record says which. The second-model check that follows always uses a model from a different family.

Can people from outside the firm sit in a room?

Yes. A broker, coverholder, reinsurer or loss adjuster can hold a seat as a named guest, seeing only what that seat allows. Walls between competing firms are checked before every message.

What if the chair disagrees with every AI seat?

She rules as she sees fit and gives her reasons. The AI seats' arguments stay in the record beside her ruling. Nothing in HONESTAS overrides a chair.

How long does a room take?

A quick room for a routine case takes minutes. A full room on a disputed claim runs as long as the chair needs, with a deadline set by triage and a deputy if she cannot rule in time.

Can a ruling be changed later?

Not quietly. Deciding again opens a new record that points back to the first. Both stay.
